He holds an Educational Doctorate in Leadership from the University of Dayton, a Master’s in Special Education (Autism focus) from the University of Maryland, and dual Bachelor’s degrees in Elementary and Special Education from Northern Arizona University.

A certified educator from Kindergarten through Secondary School, Jay’s expertise spans the full spectrum of learning needs, from emotional and behavioral challenges to strategic instructional design. Beginning his career in Wisconsin, he went on to serve for over 21 years in military-connected school districts across Europe, where he has led initiatives to strengthen student engagement, school climate, and data-informed leadership practices.

In his diverse roles as a Kindergarten Teacher, Instructional Coach, Strategic Instructor, and Literacy Interventionist, Jay has consistently advanced inclusive, research-driven learning environments. His leadership has extended to areas such as social-emotional learning (SEL), equity, assessment systems, school action planning, and team development.

Today, Jay combines his deep understanding of classroom realities with a systems-level leadership perspective to help schools, administrators, and virtual academies design cultures where positive behavior, emotional intelligence, and AI-supported innovation thrive. His approach integrates human-centered coaching, AI-enhanced decision-making, and sustainable behavior management systems that improve both student outcomes and staff well-being.

Active in professional organizations such as the National Education Association (NEA) and Federal Education Association (FEA), Jay is recognized for his collaborative leadership, innovation in practice, and unwavering commitment to equity and inclusion. He has been nominated multiple times for Teacher of the Year, most recently in 2024, honoring his excellence as both an educator and transformational leader.
